Enforce is a unit of the Irish Council for Civil Liberties (ICCL). Many Big Tech companies are based in Ireland, which gives ICCL a unique opportunity to monitor human rights on large digital platforms with an international focus. Enforce is ICCL’s response to the global challenge to enforce digital rights. Their mission to protect human rights also helps protect journalistic media, curb online hate and hysteria, and protect democracy.
ICCL Enforce will use its technical and policy expertise to implement and enforce the regulation of AI systems. ICCL Enforce will advocate for information exchange and work with AI regulators and fundamental rights bodies to set the tone for the enforcement regime of the EU AI Act. In addition, ICCL Enforce investigated the procurement and use of AI systems by Irish public bodies.
To make the EU AI Act enforceable, ICCL Enforce worked with law makers on the code of practice for general purpose AI, delegated and implementing acts. This complemented work with AI regulators to define enforcement of the EU AI Act. ICCL Enforce also worked with global forums such as the United Nations, and focused on the environmental impact of AI, and the concentration of power and anti-competitive practices of AI companies.
ICCL developed new technical expertise to identify and correct critical flaws in the AI Act that would have severely undermined the protection of people and their fundamental rights.
ICCL was invited to brief all major European Parliament parties – their recommendations were taken on board by all of them, in more than 100 amendments. ICCL will work with the European Parliament and the Council to strengthen the Liability Directives further.
